Are You Into Plastic Surgery?

Plastic surgery is indeed becoming pervasive, as we see more people going under the knife for aesthetic or medical reasons. Do you know of friends who are considering such surgical procedures to enhance their appearance? Well, we do know of smugglers who use ‘plastic surgery’ creatively in a feeble attempt to fool the authorities. However, they seemed to have undermined the authorities’ wits as our officers thwarted the unprecedented ruse at the Woodlands Checkpoint. 2 The latest modus operandi was uncovered by officers from the Immigration & Checkpoints Authority (ICA) and Singapore Customs (SC) on 29 September 2009 at ......

A sequel to ‘too loud for comfort’

On 9 September 2009, the Immigration & Checkpoints Authority (ICA) officers successfully foiled an attempt by a 41-year old Chinese national, Yang Renai, to depart Singapore illegally by hiding in a car boot under the concealment of oversized speakers. Yang and the Malaysian driver, Su Ting Chai, age 29 years old were arrested on the spot and both have been charged in Court for offences under the Immigration Act (Cap 133). 2   Yang was charged with the offence of entering Singapore without a valid pass under Section 6(1)(c) of the Immigration Act (Cap 133) on 11 September. He was ......

Home Team Busted Human Smuggling Syndicate

The immigration offenders would first be brought to a secluded spot along the eastern coast of Singapore. From there, an innocuous fishing vessel would pick them up and send them to the high seas where they would be transferred to another vessel to bring them illegally into a neighbouring country. No matter how they crack their brains conjuring new and innovative modus operandi, the syndicates are often unable to escape the long arm of the law. And once again, the valiant officers from the Home Team have busted the attempts of a local-based smuggling syndicate involved in facilitating the ......

Travellers advised to plan journey when using land checkpoints

With the Hari Raya Puasa holiday coming up on 20 September 2009, traffic flow through the land checkpoints at Woodlands and Tuas is expected to be heavy over the coming long weekend. For departures, the traffic build-up is expected to start from Friday (18 September). For arrivals, traffic is expected to be particularly heavy on Monday (21 September). Travellers intending to use the land checkpoints during the peak periods should take note of the following messages. Travellers Have a Part to Play  2 The best way to avoid the congestion is to adjust your travel plans and avoid the peak ......

Too loud for comfort

What crosses your mind when you see a set of oversized speakers in a car? Wow, surround sound effects, surreal acoustics, and a quality cinematic experience! To the Immigration & Checkpoints Authority (ICA) officers however, they found these extravagant audio systems too ‘loud’ for their comfort. 2 On 9 September 2009 at about 8.45pm, a black Malaysia-registered car, driven by a lone male Chinese, arrived at the departure zone of Woodlands Checkpoint. The car was directed for more detailed checks when checkpoint officers noticed the driver behaving evasively. 3 Upon opening the car boot, officers smelled a rat when they ......

Plan gone awry into the dusk

As dusk falls, a group of officers from the Immigration & Checkpoints Authority (ICA) lies patiently awaiting their target. Not long after darkness sets in, the eagle-eyed officers spotted a suspicious black vehicle moving very slowly around the vicinity of Senoko. 2 The date was 5 September 2009 and the street along Senoko Way was dark, quiet and deserted at about 7.30pm. The attention of the ICA officers, lying ambush in the vicinity, was trained on this lone sedan car which had stopped along the road. Shortly after, noises were heard from a passage way along a drain leading to ......

Sticky Gluey Cigarettes - How Good Does It Taste?

The smugglers never give up. The painstaking efforts of welding, constructing secret compartments within the drums to disguise their smuggling attempt are signs of a more concerted effort to try to get through the tightly guarded borders.   You may wish to read more on the full press release (PDF).

Beware! Otak-Otak that chirps!

‘’Otak-otak’’, a commonly found fish cake in Singapore, is a familiar snack for many. However, when your ‘’Otak-otak’’ seemingly comes ‘alive’ with chirping sounds, it certainly makes one stare in disbelief for a second. ‘‘Otak-otak’’ that chirps! 2 On 24 August 2009 at about 1305hrs, a 58-year old Indonesian man carrying two plastic bags was trying to leave the Arrival Baggage Hall when he arrived at the Tanah Merah Ferry Terminal. He was, however, directed by the officers from the Immigration & Checkpoints Authority (ICA) for routine inspection. A box was found in his possession in one of the plastic ......

ICA foiled plan to smuggle controlled drugs

Dressed in a formal business suit with a hand carry bag and a trolley luggage, he strolled nonchalantly towards the Green Channel at Terminal 2 Arrival Hall at the Changi Airport. When stopped by an Immigration & Checkpoints Authority (ICA) officer for a routine check, the man smiled and calmly replied that he had nothing to declare. There was nothing in his demeanour that suggested he was nervous yet this composure was what piqued the ICA officer’s interest. 2. On 20 August 2009 at about 7pm, the male Malaysian, upon arrival from Yangon, was directed by the ICA officer to ......

Bottle-shaped paper shearing machines?

“Three crates of Paper Shearing Machines” was what a seemingly innocuous 20-feet container was declared to contain when it was subjected to security checks at the Pasir Panjang ports terminal. Nonetheless, the ever vigilant Immigration & Checkpoints Authority (ICA) officers were not bought over by its face value. Indeed, their efforts were paid off handsomely when the shearing machines turned out to be something more than your office equipment. 2. On 6 August 2009 at about 5pm, the ICA officers directed a cargo container for further checks on suspicion that the importer might have under declared the quantity and value ......

Fishy fuel tank gives the game away

It is indeed challenging to be guarding Singapore’s borders, as officers from the Immigration & Checkpoints Authority (ICA) find themselves in constant battles against the smugglers to find out what fishy business they are up to. Or for that matter, what the smugglers had stuffed into the fuel tank of their conveyance in this latest case. Only this time, it was not a vehicle; the loot worth over $65,100 was concealed in the fuel container of a fish carrier. We are indeed amazed by the way the smugglers think in order to get around our checks. Despite their creative ways, ......

Respond to “Our unpleasant return to Singapore (Today, 12 Aug 2009), Altogether or one at a time? (Today, 13 Aug 2009) and A little understanding, please ...” (Today 14 Aug 2009)

One traveller at a time, says ICA Today 17 Aug 2009 Letter from Chia Hui Keng Head, Public & Internal Communications Branch Corporate Communications Division Immigration & Checkpoints Authority (ICA) We refer to the letters on immigration clearance procedures at Changi Airport published from Aug 12 to 14. The ICA officers have to conduct face-to-face checks on all travellers as part of our immigration clearance procedures. At times, it is also necessary to interview the travellers. In order to effectively carry out his duties, the officer must focus his attention on the traveller before him. The presence of other persons ......

Hear them sing? Smuggled song birds sang out of tune

Owning a pet is certainly a wonderful experience. Lively ‘’songbirds’’ such as Zebra Doves, also known as Merbok birds, are known to have distinguished vocals. However, if you are thinking of bringing them back to Singapore to be kept as a pet, think again. In a case of an illegal importation of such feathered ones, the birds might not have survived the arduous trip, let alone showing off their vocal prowess.       Merbok birds (Source: www.nokkhao.com) 2 On 12 August 2009 at about 0100hrs, a Malaysia-registered tour bus arriving at the Woodlands Checkpoint was directed for routine inspection at the Arrival Bus ......

SMUGGLERS BEWARE! - FIRST CASE OF SNIFF DOG THAT FOILED CIGARETTE SMUGGLING ATTEMPT

Smugglers beware, as the risk of getting caught (yes, by the dogs) is now much higher. In yet another triumph against smugglers of illegal cigarettes, smugglers have to guard not only against vigilant officers and cutting-edge detection technology, but also sharp-nosed and alert sniff dogs which are specially trained to detect tobacco and related products such as cigarettes. In the first case detected on 4 August 2009, a police dog by the name of “Car” successfully sniffed out 1,305 packets of illegal cigarettes worth more than $13,000 and involving $10,010 in duty and GST. A 34-year-old Singaporean man linked to ......

Respond to “Why no pro-rated passport fees, ICA?” (Today Online 1 Aug 2009)

Not feasible to have a pro-rated passport fee Today Online 10 Aug 2009 I REFER to "Why no pro-rated passport fees, ICA?" (Aug 1-2) from Tee Kia Hong. As with most other public services, the passport fee is determined based on a cost-recovery model. The cost of producing a passport cannot simply be linked to frequency or duration of usage. It is hence not feasible for the Immigration and Checkpoints Authority to waive or charge a pro-rated passport fee based on remaining validity period of the previous passport. Chia Hui Keng Head, Public and Internal Communications Branch, Corporate Communications Division, ......

ICA pulls out all stops on contraband and immigration offenders

Increasingly, checkpoint officers have observed that traffickers are turning to more deceptive means of concealment, in a bid to evade the stringent checks in place. In just the first half of this year, ICA has seen highly creative delivery modes for contraband and people smuggling, including the use of smokescreens such as tow-truck services, fake fibreglass natural gas tank, and even sealing the contraband within cement and fish tanks. Unfortunately, the syndicates overlooked the highly-trained ICA officers who are assisted with electronic “eyes” deployed at the checkpoints to see through their antics with a swift sweep of technology, i.e. gamma-ray ......

For departures, the traffic build-up is expected to start from Thursday (6 August). For arrivals, traffic is expected to be particularly heavy on Sunday and Monday (9 and 10 August). Respond to “Customs officer not ethical” (Berita Harian, 1 Jul 2009)

ICA and Customs explains checks and GST Berita Harian 21 Jul 2009 We thank Ms Nadia Osman for her letter "Pegawai kastam tidak beretika (Customs officer not ethical)" published on 1 July 2009. 2 For the benefit of Ms Nadia and other readers, we wish to highlight that there are a few agencies operating at the checkpoints which include Immigration & Checkpoints Authority (ICA) and Singapore Customs (SC). At the checkpoints, the ICA officers are primarily responsible for the security of Singapore's borders against the entry of undesirable persons, cargo and conveyances. SC officers at the checkpoints provide services to ......

Respond to “Which ID number to use on forms” (My Paper, 2 Jul 2009)

Use IC number in application forms My Paper 13 Jul 2009 WE REFER to the letter, “Which ID number to use on forms?” (my paper, July 2). For the purposes of national registration, a unique identification number (UIN) is assigned to all Singapore citizens, permanent residents and children born in Singapore. For Singaporeans, this UIN is used as their birth-certificate number and identity-card number. The Immigration & Checkpoints Authority understands that the UIN, also commonly known as the IC number, is often included as a data field in application forms that are used for public or private transactions. Before the ......

Respond to “How ICA can help PR mothers who work” (Straits Time, 7 Jul 2009)

Help for PR mothers: Each case assessed on its merits The Straits times 11 Jul 2009 I REFER to Tuesday's letter by Ms Radhika Bangaru, 'How ICA can help PR mothers who work'. The Immigration & Checkpoints Authority (ICA) does not consider it appropriate to discuss details of individual cases in the media. We will get in touch with Ms Radhika about her appeal, which is under review. Each case is assessed based on its own merits. Chia Hui Keng (Ms) Head, Public & Internal Communications Branch Corporate Communications Division Immigration & Checkpoints Authority How ICA can help PR mothers ......
